(February 12, 2026-Charlottetown) “I am pleased to announce that the current Executive Director of the College of Licensed Practical Nurses of PEI, Dawn Rix- Moore will be assuming the role of Chief Operating Officer of the soon to be launched PEI College of Nursing and Midwifery (PEICNM),” says new CEO & Registrar Melissa Panton.

“Dawn has been a strong supporter for the establishment of a single regulatory body, and I can’t think of anyone with more experience to help the new college translate that vision into reality.”

Dawn completed her practical nurse education almost thirty years ago, as one of the inaugural graduates of Holland Colleges’ Nursing Assistant program. Her experience as a Licensed Practical Nurse on the Medical/Palliative Care Unit and Endoscopy Unit at Prince County Hospital and her interest in protecting the public’s right to quality nursing services prepared her to become the first LPN professional practice consultant in Prince Edward Island in 2008. Dawn has developed her regulatory leadership and expertise over the last eighteen years with the CLPNPEI, the last ten of which, she has served as the Executive Director. Dawn’s new role as Chief Operating Officer at PEICNM, provides further opportunity to influence the safe, competent, compassionate and ethical care provided by Nurses & Midwives to the people of Prince Edward Island.

Melissa Panton indicated that all other staffing positions are in the process of being finalized.  

“By bringing together two provincial Colleges, we are able to combine strong staffing expertise to increase resources and to better serve the public interest, said Melissa Panton.

The new College comes into effect on April 1, 2026.
